Controversy Over EPO - The Largest Single-point of Failure in a Data Center

In this paper we will review the requirements of NEC Article 645, with particular focus on the requirement for a "disconnect means." It will look at the origins of EPO and how it has evolved over 50 years. We will examine the unintended consequences of EPO and will discuss if it is possible to maintain the level of safety sought by EPO's supporters without compromising the level of mission-critical reliability sought by its critics. We will discuss proposals in the current code cycle and discuss arguments on both sides of the issue. Finally, we will look at design steps that can be taken today to mitigate the consequences of unplanned shutdown or to minimize the possibility of a total data center shutdown.
